I was leaning towards Hermanni, but I'm not real good at IDing these guys.

As an aside, I see that the tether has been clipped. Please don't reattach it. That's a cruel way to keep a tortoise.

Nah. Not a hermanns. Hermanns don't have bell-like scutes at the back of the shell like that. I looked up marginated tortoise and it looked like the one in the picture.

Moderate "flaring" is present in Greek and Hermanns tortoises (more pronounced in some subspecies).

Marginated tortoises have different coloration of plastron and carapace:
