They're Russian tortoises (a.k.a. Horsfield's tortoise, a.k.a. Central Asian tortoise, a.k.a.Steppe Tortoise, a.k.a The most awesome tort species in existence).

LOL ... I'm normally not a fan of dressing up animals, but even I have to admit that Russian tortoises wearing sweaters that make them look like Stegosaurus are really cute!

There is a lady, Katie Bradley, on the Facebook Russian Tortoise Owners group who makes these and sells them in her Etsy store.
