What does tortoise do normally

Seems to me that you need to change your setup a little. They need humidity. Substrate. And a larger enclosure. Please look up Russian care sheets. This could be why they are sleeping a lot.

Coconut coirs not heard of them as substrate before. Can you get them in uk?

Yep you can there a lots of different brands and names for it here, pets at home sell it if your stuck. I prefer the komodo coir to the pets at home but that's just my preference. There's an online place here in the uk that do it very reasonable it's swelluk or swell reptiles if you google it you should find it.
The ones I use come in blocks that you add warm water to and it swells into more.
