Weird neck ticks? Is that normal?

My tortoise is 2 and a half years old, its a male russian tort and im not sure what is happening but sometimes when i take him out his cage he stretches his neck and like bounces it up and down it looks like a weird tick or hic-ups but im pretty sure its not hic-ups,he does that inside his cage as well i just want to know if thats normal or should i go check it, im getting worried and im not sure what to do, can someone give me some advice please v.v :'(

Male tortoises do this to there mates when they are trying to mate with them.

sounds like head bobbing. It is normal. It is usually a sign of dominance, I think.

Yeah, just typical male 'look how butch I am' moves, I reckon.
Territorial, probably and quite normal.
