Yes. A shallow terra cotta saucer (the kind that goes under flower pots) works well and is inexpensive. Torts should have access to clean water 24/7. Replace the water daily and clean the dish as needed.

Keep in mind you should bury the saucer to the top edge for ease of access. Also, you will need to change/clean it daily, they just love crapping in the water dish! If you can find a glazed one that helps to keep the water from seeping out but an unglazed or even a plastic one will work just fine. Keep in mind the goal here is that the dish is shallow enough that your little one can climb out of easily and that the water level reaches just over mid-front leg hole in depth.

There are also benefits of the unglazed like they help file claws and beaks. I buy 4 - 5 of them at a time and test for the ones that leak. If they leak, I mark them and use them for food instead of water.
