Sadly enough, I’ll bet animal control does nothing. I think they don’t care about tortoises or reptiles like they do dogs and cats. The shop will claim it was sick or mistreated before the acquired it and they just missed seeing it was dead in the pen. There is so many ways they avoid any responsibility here. The only way to stop this is to let everyone know where it is and make sure everyone knows to avoid the shop.
