I think this may all depend on the species of tortoise you will be getting.
Personally for my Ibera Greek I am currently feeding him a Spring Mix that I purchase from King Soopers. Includes a lot of lettuces that they roughly enjoy. Romaine Lettuce, Red Lettuces, Kale, Arugula, Red Romaine, Green Oak, Green chard, Mustard Greens

This species eats a lot of different vegetables as well as weeds and flowers. I have fed mine green onions and bits of carrots as well. I know Greek tortoises LOVE Dandelions. I'll have to wait for spring to hit for any to grow in my area. You can always do a search in the forum and type in "Tortoise Diet" or the diet of a specific species that you are looking for a many threads with a lot of needed info will come up

I am also looking into buying my hatchling a Mazuri supplement which I just heard of this week. Also known as "Tortoise Crack" by a few on this forum because many tortoises really enjoy this stuff lol
It's a high fiber vitamin rich supplement that is good to give your tortoises of any size or age.

The best diet for them will be weeds and leaves. You can scavenge them from safe areas near you, or grow them yourself.
