Kind of, but I was thinking maybe his basking lamp is the wrong kind? Living in the tropics, I don't need anything for my tortoises but the sunlight, so I know not much about artificial/UV lights, but I understand that some of them can cause damage to the tortoises eyes so you have to be careful and get the right ones. There are experts here that can guide you on this if you are not sure.

Spot lamp? Daylight bulb? Your going to have to be more specific.
