Hello!
Not 100% sure, but it can be Testudo Horsfieldii horsfieldii, native to Pakistan. They have only four toes on their four legs (most tortoises have five).

If you need some information on diet and care - just ask. Perhaps, proper hydration is one of the most important factors.

It sounds like he has a respiratory infection. That mouth opening is a sign that they have a hard time breathing. You need to try to keep him warm, a temperature of 29C is ideal to fight respiratory infection. You can't let your tortoise brumate when it is having these symptoms. Start working on making him a space indoors if you don't have one yet.

Yes, for the first few days or so do it once a day for 15 to 30 minutes. It is possible the tortoise doesn't like this but it is for the best.

The tortoise must have a chance to warm up afterwards, do you have a basking lamp?
