Tortoise skin problem?

I noticed about a week ago my 7 month old tortoise Frankie's skin looks like its peeling on his neck and the sides of his face. Does anyone know what this is or what its from? How can I fix it?

I believe it's normal for them to shed. However, @Yvonne G can confirm
