Tortoise sitting out in the rain

My tortoise enclosure has a large barn he usually sleeps in until noonish, and goes back into around 8pm. Its raining today, and its the first day i've had him out in a storm. I noticed around 10am he was sitting in the rain, just looking around and seeming to enjoy it. Throughout the day its been on and off, and now its on and he's still sitting in the rain. Should I go move him into the barn, i'm worried it will be to chilly for him. Its 80 degrees right now. I can go lift the guy into a wheel barrel and wheel him into the barn...

At 80, I'd leave him. If it was 70 and cooling, I would bring him inside.

Is it normal for them to just be sitting in the rain? He doesn't seem to like his bath soaks, its not relaxing and he panics to get out. Perhaps he is dehydrated?

Many of them get very active in the soaks. Just do it anyway. They ALL get used to it.

Yes, they love the warm rain. Its really good for their carapace too.
