I read a newspaper article too. This is Vince the tortoise in Oxford, England. His owners noticed Vince got out of his cage and checked the bush they normally find him hiding under. Not there. Then they noticed the tunnel under the fence. They learned that Vince had been viciously attacked by a puppy dog and was an unknown soldier at a local vet. When the owners arrived at the vet they learned Vince was not expected to live. The wound on the leg was infected and infested with maggots and until that situation got better surgery could not be performed ! But Vince got better and his leg had to be amputated. He was fitted with Lego wheel using rubber bands.
I found that if you search "tortoise lego wheel" there are a few tortoises out their having to use them. One 90 year old tortoise has a pair after a rat attack !
