Tortoise enclosure lighting

I have a Acadia tv uvb 24” strip light for my Russian tortoise. It’s roughly in the middle of the enclosure and is about 20” off the ground. I was reading something just there that the light output from that uvb bulb is too much for a Russian tortoise at that height and would case him discomfort and distress. How is he meant to get his uvb from that light without it being too bright. My set up from top to bottom is a CHE 60 watt, t5 uvb 24” strip and then a 80 watt uva light. Should I place the strip at the opposite end of the enclosure away from the uva light and instead have a cabinet led light along with the che and heat bulb for ambient lighting.
The issue I see with that set up is then he won’t go down to that far side to get his UVB

Hello!

Arcadia ProT5 Desert 12% kit placed at 20" above substrate is totally fine. If we speak in terms of UV index (UVI), something in range of 3.5-5 is okay.

If "UVA" lamp is a basking lamp (incandescent bulb), then you can ignore its UVA output - it's neglible, especially compared to UVA output from Arcadia T5 tube.

Generally, both heat from a basking lamp and UVB light are required to synthesize vitamin D3 so both lamps should be placed close to each other.

Ambient lights (LEDs) should cover most of the enclosure space with more brightness provided over basking area.
