Tomato plants, no. Many herbs ( basil, thyme, mint) yes, but they don't much care for them.

If it is a very rare treat in very small amounts, it's fine, but sullys are..well, they are jerks. When you give them "candy" (tomatoes are candy for them) they will pout and refuse to eat other foods, sometimes for stressfully long periods of time, until they get what they want, which is more candy.

In addition, the large amounts of sugar they contain can throw off their gut bacteria and cause serious illness.

the plant itself is in the nightshade family avoid. as for herbs they're fine but the strong smell may throw a tortoise off
