To much moisture?

If that were a tortoise older than 2 years, I'd say, yes...too much. But for babies, its just right.

As long as he's also being kept warm, I don't see a problem with the moisture.

Perfect. Don't worry about shell rot since you are taking her outside for sunshine. Just make sure the temp stays above 80*, even at night. Warm and moist is great. Damp and cool can lead to respiratory problems.

I think the lowest her temp has gotten is 75 her temps are usually perfect
