That is a prolapse. That baby is way too young to have a prolapse. I doubt it's his penis. It looks more like intestine or something like that. It's quite serious and if not kept moist the tissue dies.

Not normal, but sometimes when stressed tortoises will swell. It's either fat or swelling.

What cause prolapse? Bladder stone?

Gosh i think toro have that swelling too. I will start another thread asking about toro
