I usually keep babies warmer than adults.
If you're talking a baby, I would say directly under the light = 100 to 115
The hot side as you get away from the light = 85 to 90
The room temperature side = 75 to 80
For an adult, if its too cold to have him outside (all tortoise do much better outside), then just take the temp down about 5 degrees or so from each number above.
