Would the T70 Animal Plastics enclosure be appropriate for an adult Russian tortoise? If not, is there another Animal Plastics or similar option that might be better?

T 70 will be fine. Get a 6 inch litter dam. Alli will know what you mean. Tell her tortoise Tom sent you.

In your area, a large outdoor enclosure for fair weather would be good too.

I’m in an apartment right now, but hoping to buy a house next year and build him a nice outdoor enclosure too!
