Our 4 year old sulcata tortoise chloe, has been rubbing her shell on the cement walls of her enclosure. It isn't bad but it may become a problem in A few years. Any suggestions?

Beautiful tort...:D the rubbing may wear away her shell ...if you are able to perhaps you line the interior scrape zones with wood panels ...these may meed to be replaced from time to time but better they be worn than her beautiful shell...:D

Yep. Wood. If you have the hardware store cut a 4x8 sheet of plywood into 4 12"x8' strips you can cover 32' of wall with one sheet of plywood...
