Substrate question

I live in upstate ny, am still figuring things out, what are everyone's opinions for best substrate for my torts indoor pen. Outdoor he has organic topsoil, indoor I'm using coconut coir as a base and repti bark on top. I don't like the bark at all!! It doesn't hold moisture. Thanks!

I have ever only used coconut coir. I love the stuff. I also use it for my lizard, frogs, and crab. You can also use the same stuff your using outside.
