How old is the tortoise? Species?
A closed chamber for babies is needed. That will keep humidity and temps stable more
If you are just spraying the substrate that will never work.

Does it dry everywhere or just under the heat lamp?

If it's dry all around, try packing it down with you palm. And then you can pour 2-3 cups of water in the corners.

If basking area dries out, you can put a thin (1 inch or so) layer of orchid bark there, or some flat medium sized pebbles.
