spots on shell

So I know this is probably a rookie question but I see tortoises and mostly hatchlings with like paint dots on their shells. I was just wondering what it is for? I always assumed it was to identify hatchlings with clutches but didn’t know for sure.

They are used for ID'ing different animals, some use color dots, some use numbers.
