Someone already answered in another thread you started. No you can't and it is not a good idea to import a tortoise during winter.

I am not sure if i have seen Hermann torts for sale in Canada recently. You can get red foot and sulcata quite easily and occassionally leopards and greeks. If a Hermann is what you want you will have to be patient and go to the Reptile Expo and ask some of the vendors that are selling torts they may know of some contacts that sell Hermanns.

Just be patient, do your research and you will be happier in the end.
