So we had a garden a few months ago, not in use anymore, and we were wondering if we could use it as a tortoise enclosure. It does have little white things in it, from the soil, are they safe for tortoises.?

That's probably perlite. It wouldn't be good if the tortoise ate it. Maybe you could put in a layer of clean topsoil over that perlite soil.
