Soft shell tortoise

Hello I was hoping someone can help.
I have two horsefield tortoise, they are just over a year old I have had them for 4months.
Since I have got them one has constantly been ill costing me money at a specialist reptile vet, and it is only the same one that is ill they both have identical housing and set up.
The current problem is its shell is getting softer and softer, he gets plenty of UV however he tries to burrow away from it stays down the opposite end of the vivarium from the heat lamp. My vet has given me lots of vitamins and calcium to help and I get him out into the sun when I can, and he has a varied diet.
I'm very worried, my vet is unsure what is wrong. Has anyone any suggestions?Please would be much appreciated

I get the impression that the two tortoises are in separate habitats??? This is a good thing.

The only thing for a soft shell is calcium and sunshine. Of course, heat, correct diet and exercise play a part too, but calcium and sunshine.

They need calcium and sunshine to make hard shell. What's their diet like?
