Smelly pee maybe. Help please ?

He may smell because he's been lying in stale pee or on a towel soaked in it.
I know you said you're changing the substrate so you obviously know how sand can irritate tort eyes and skin as well as cause the gut to become compacted which is very painful and sometimes fatal for torts, so please do it asap.
With a good diet he shouldn't need any added vitamins etc, but any supplements should only be used a couple of times a week and just a small pinch.

He never pees on the towel or in the sand. I've never seen it wet or felt it wet. He has before but when I'm right there so I normally change it almost immediately. He only pees in his soaking containers with water or without but in the container.

I'm doubting the other foods I was giving him which I've stopped so I'll update after a couple of days if the smell 100% goes.
