i have a russian tortoise and mostly let him roam freely around inside my home and and a very large enclosed area outside from 1:50-8:00. When I keep him in his tank it's from morning to 1:50. I have a 16"x16" to keep him during those hours while he's in his tank. Is that fine?

Roaming in your home is not ideal for multiple reasons. The floor is cold, it has stuff he will eat that could cause problems. It is dangerous. There was a member a few months back that accidentally shut their tortoise in a door. He needs a much larger indoor enclosure that is the correct temperature and safe.
Just my opinion. Welcome to the forum.

I'm with Jodie.
It is a really bad idea. Most of us agree. There is just too many bad things for a tortoise to find or get hurt by inside a house and on the floor.
However 16"x 16" is extremely small. Even for a tiny baby.
