when is just one eye it is usually an injury or irritation in the eye.

That's the nictitating membrane (third eyelid). This sometimes happens during times of stress. And some tortoises seem to be able to do it on their own. In dogs, this is called cherry eye and requires surgery, but in tortoises, it usually goes away. In the meantime, you can put something on the eye to help sooth it.

This one can be purchased from a vet or a feed store.

This one is sold at pet stores, but not all stores carry it.

She could also have something under the eyelid causing irritation so you may also want to try rinsing it with some saline.
