Should i be Concerned?

Hello i have this baby tortoise i don't exactly know how old she is but this is her size compared to my finger its winter and she haven't gotten out a lot and i can't lay my hands on a uvb light. Is it normal that her shell is a little soft underneath?

Very slight movement when carefully pressed, very slight give
You do need to get a uvb light. They can go a few days without but that's it. A straight tube fluorescent is what you need. Lightlyourreptiles or Amazon should have what you need. The best is Arcadia
