Shell rot?

Could someone please tell me if this is shell rot! I just noticed it and I feel awful that I didn't see it sooner. I took him to the vet in late April for a beak trim and he looked fine.

It could be the start of a fungal thing started off by some sort of shell abrasion.
See that it's at almost in the same spot left to right? Is there a sharp rock or object that the tort must climb over?
Get some athletes foot cream and put a dab on the areas once a day for a week or two.
No vet needed and no harm will be done if it is just an abrasion and not fungus.

Thank you! He does have does have a couple of patio blocks in his outside enclosure for basking. He climbs over anything in his path. Should I remove the blocks? I will start the cream immediately. Thanks again!
