Shell is peeling and rotting

I'm a new owner Of a russian tortoise and I have search some stuff and I think and might be peeling and rotting.
What do I do?

I don't see anything wrong. The lines between the scutes are grow lines.

There's this spot that kinda white-ish and the shell is not that smooth too. Is that okay?

Are you talking about the high yellow bands between the scutes? That is accellerated new growth. The tortoise looks just fine. She's been getting more food lately than she has in the past, and has put on a bunch of new growth.

The black spot middle near the tail, it's kinda indented and little like rash on it. Am I just paranoid or something

while I was feeding my baby, I notice his top head is peeling. Is that normal?

It is normal. Let it drop off on its own. Do not peel it off. Do you soak your tortoise? Might help. Maybe a couple times a week, warm soaks. Spa (ah!) time for 20 minutes or so.

I just soak him this afternoon. Twice a week actually cause He doesn't drink at all

It's ok that he doesn't drink during his soaks. Keep them up anyway. He gets benefit from just sitting in the water for 15 or 20 minutes.

That's a beautiful tortoise. Much prettier than most we see now-a-days. Quit worrying so much - sit back and enjoy him.

That is one of the most beautiful RT I have ever seen! Whatever you are doing or was done with him before you got him, keep doing it.
