Scute not growing normally

Hello,

I have a horsefield tortoise. Since getting him a few years ago his shell has grown quite smoothly which is great. Much smoother than before he came to me. I mostly feed him weeds that I grow. However, something strange is happening with his upper left and upper middle scute. No growth is happening between these two scutes (unlike the other scutes which are forming growth rings as usual).

Has anyone seen this before and do you know what is happening?

Im pretty sure it’s nothing That will affect the Tortoise Health. He seems pretty Healthy.

It's just two Scutes sticking together. It's pretty common with the Russians.
