I have a russian tortoise that is 600 Grams 3 1/2” and Ive noticed worms during our daily soak which it defecates in.
Is this product safe for tortoises?

I don't think any wild tortoises are allowed to be imported into the UK, so this must have come from somewhere in this country where it wasn't cared for properly. It would be best to go to a vet, taking a poo sample with you, and get the most appropriate treatment.

Safeguard (fenbendazole) is one that is used to de-worm tortoises, however, it comes in different strengths. And because a tortoise is de-wormed using a 'recipe' tuned to his weight, it's best (as has been said above) to get the dosage from your vet, per the weight of your tortoise. De-wormer is poison. You don't want to overdose and poison your tortoise.
