I wouldn't use anything that says compost. Who knows what's in it.
Orchid or fir bark or coconut coir it the most and best recommended for inside enclosures.
Your regular ground for outside maybe with some alterations like poisons plants removed and edible plants planted.

No it is not suitable -

A. it is compost, as Wellington says you dont know what is composted in it, there can also be some non organic debris in compost, things like metal/plastic/etc . . . small pieces.

B. The particular compost you posted has added fertilisers and these chemicals could make your tortoise ill if it ingests much of it.

Use Coco Coir, Fine Orchid Bark, or Cypress Mulch, nothing else.
