Russian tortoise shell

He just got out of a soaking, his shell is still a little dirty as I just slapped water on it, I dont really ever brush it, just seeing these primarily on his back end wide growth rings and was wondering if its a sign of anything? Do you guys think anything is off?

The shell looks rather dry overall to me. Do you soak this tortoise daily for 15 to 30 minutes? If not, you should do so. That will most likely help the shell to look more normal.

What is your source of UV lighting and also your heat lamp(s)? If these are not correct, that can also affect the shell condition.

Also, the tortoise could use a good beak trimming.
