Russian Tortoise Blinking?

Hi,

My four year old Russian tortoise blinks the opposite way to humans. When we blink, our eyelids go down briefly and back up to the top of our eye, where they are based.

When he blinks, his eyes go up to the top of his eye and back down. His eyelids are, definitely, based at the bottom of his eye.

Pictures don't show anything - he looks normal.

Is this normal for him to blink 'upwards'?
