I live in Pennsylvania, so this winter, my 4 year old Leopard has been inside most of the time. I will be building him a 16x16 enclosure outdoors most likely in the start of June. So for now, I like taking him outside 1-2 hours a day, along with my Russian. I have a few questions about this: Is this enough time for a tortoise? What temperatures are ok for this? And finally, is a 16x16 outdoor enclosure big enough for a 4 year old leopard tortoise?

Thanks

(P.S. My lawn is not fertilized, so don't worry about that)

Yes it is enough space for it. Will it be sharing outdoor enclosure? Oh, make sure it is predator proof , and plant some suculents and other little treats in there. Not very sure about leopards but my Texas tort loves weeds and grasses. That should be enough vegetation for it. And make sure the tort is not outside below 70 F.

How warm has it been in Pennsylvania this winter? I'm in upstate NY and it's no where near warm enough to start taking mine out.

I took mine out today. Leopards and Russian. It was 62 but mostly sunny. Mine are adult Russian and 5 year old leopards. I would not take a younger one out unless the temp was 70+
I would not have taken my torts out today if it wasn't sunny either.

A Leopard and a Russian...Or for that matter, anything and a Russian would not do well together. (I see that you are NOT new and likely are aware of this.) 16x16 seems like a good size. I like even square footage enclosures. It requires less cutting and measuring since most wood is 6 or 8 feet long.:)
(Mine is 12x32)
