So my friend has two red eared sliders she has had together since they were babies and the one keeps attacking the other and biting it on the neck. She separated them for a while and when she added the second one back the other one attacked it again. I thought they could live together? They are about 8 months old.

They can, but it is not 100%. Space also has something to do with aggression. Once they start, they almost never stop. A bigger enclosure, or separation, are the only real options.

That could be the male initiating mating behavior...
I suggest getting them apart.

I don't think it is mating behavior, unlike most other species, TES mating attempts, tend to be more gentle.

Thanks she is planning already to move them to a larger tank. I took her a bigger one just a bit ago when I went up to Drummond she's been preparing it for them. :D

Turtles are really better off alone... they don't reallly need friends :(
