Do female torts develop eggs even when they haven't bred like chameleons.

Yes females can develop eggs even without a male. They wont be fertile obviously.

So they still go through the whole nesting process the eggs are just not fertile.

Ive never personally seen that happen but maybe some do. Mine just discard them above ground which usually means infertile even with a male present.

A female will produce eggs without ever having been with a male. Obviously they aren't going to be fertile. A female that has been with a male in the past can produce fertile eggs. Even if that contact was 4-5 years ago.
