How big should a 4 year old female hermman's tortoise be?

That's almost impossible to answer. A lot depends on its care from the egg to now.
Maybe @HermanniChris can give an average idea of size.

By nature, very small, probably nearing the 200 grams range at the most but Hermann's are found in many different areas. Some are subjected to harsh, long winters, others are not. This plays a role in how fast they grow. In captivity, they tend to be grown way too fast.
