Why is it that a female is mating like a male?
The female is on the male

I believe the OP is saying that the female is mounting the male.

If you would, please take some pictures of your tortoises. Be sure to take some that clearly show the plastron, especially the tail area underneath.

That's the only way we can help you with the gender.

It's either a dominance issue, or a breeding issue. When a female is ready to lay her eggs, she will sometimes mount any other tortoise in her yard. If she's not about to lay eggs, then mounting the other tortoise is dominance. She's telling the other tortoise to leave her alone and get the heck outta' here.

Its not always "mating". As Yvonne explained, it is sometimes a form of dominance and the male or females are trying to intimidate the other tortoise out of the territory.

They should never be housed in pairs. Do you have just two? If yes, they each need their own enclosure.
