Question about Leopard tort burrowing

I've read online that leopard tortoises don't burrow. Mine has been doing this for about a week now. He has been eating normal and drinking, but has recently started to burrow under his mulch. When I put him outside to graze he eats for a bit then goes under a bush and burrows under the mulch. When he is in his indoor inclosure he also burrows under the mulch. He didn't do this when I first got him. He also seems less active. Is this normal?

He's not burrowing. He is just digging in a bit for comfort and security. Young leopards do this frequently. Hiding is how they survive in the wild.
