Question about a cherry head tortoise

Could I tortoise proof my bedroom and have a room be its cage then have a basking spot that has humidity and food?

Not recommended, but I understand your question because my son wants to do the same thing with our tortoise and I have to continue to have this discussion with him. I think it would be hard to keep the humidity and temp at a good level unless you want to live in a hot and stuff room.

I think using the whole room would be difficult to provide the right environment for the tortoise.

Do you think there are any other small tortoise species that could use a room as a cage?

It's much harder to make the proper tortoise environment for a whole room than it is for a large plastic tub (for instance). Can it be done? Certainly. But it will take quite a bit of modification to the room. Look up what your species of tortoise requires to grow and THRIVE (not just exist), and then try to make the whole room to fit those needs.

Let's take the cherry head, just as an example. You would have to water proof the whole floor then add about 4 to 6 inches of substrate all over the whole room. You would need some sort of heat that will heat the room up to 80-85F degrees - the whole room, not just a spot or two. The tortoise needs a humid environment, so you need to provide quite a few plants all over the area to hold in the humidity. In other words, you need to make a jungle in the room.

Same goes for a steppe tortoise or a desert tortoise. The whole room would have to be prepared as either a steppe or a desert. It's much easier to do this in a large plastic tub than the whole room.
