I got a background for his tank an he thinks it is a real desert and trying to walk into it but if I take it off he thinks he can walk right through

Put some tape on the outside to create a better appearing barrier. Or get a larger, non-aquarium enclosure.

That's because tortoises do not grasp the concept of glass or other clear barriers. Nothing like that exists in their natural environment. You can try putting a non-transparent barrier around the outside of the tank. This may help some. But some individuals will continue to pace regardless. A larger enclosure with more floor space will also often help.
