Possibly sick

I just got a new box turtle hatchling and he was very active when I first got him but now all he does is burrow and I know there shells are soft as hatchlings but I think his got softer. I soak him daily and give him calcium dusted worms but he kicks all the powder off. So I'm now worried that he's sick because his shell is really soft. And so I just got new Valium powder with d3 in it and I was wondering how to fix his shell

What type of uva/uvb light are you offering....what are he temps in the enclosure? I would hold off on any more calcium powder..too much can be hazardous to his health..
