My tortoise was born in 2012.. I put the damp moss in on Saturday for the day and he seemed to enjoy being on ,climbing on it and eating it but he's not been right since...

I'm assuming you meant to say moss? I used moss for a very short time because my leopard when a hatchling also ate it. I now only use coconut coir much safer in my opinion.
Be sure to read Toms threads below for proper housing. Keep soaking daily and raise the Temp to 85 all over with the basking spot of 95+. If you are using any type of coil bulbs get rid of it. Keep us posted and sharing a pic of the enclosure may help us see of any other possible problems/causes

It sort of sounds like he may have some stuck in his throat.

Unknown, but I doubt it.

You can squirt some sterile saline up each nostril. Squirt with a bit of force, not just a dribble. This will clear out the nose, but do nothing for the throat.

The rain water, it wasn't caught by it running off a roof or a tree that could have been sprayed with something?

The rain water came from the water bucket in the garden...this will come from the roof / guttering and collect in the tub...

Took him the vets and he was being very active during the journey climbing and being very inquisitive but not eating or drinking that I can see anyways...vet said he didn't have an infection and his moth looked clear...so we went through his husbandry and that was alright... We left with some mixture that is the animal version of dero- light...soaking two times a day for 15/20 mins in this mixture...today been a little active but don't thing he's eaten... Don't think he was drinking the hydration mixture when he was soaking...but vet said he would absorb it...if not eaten by tomorrow he will be booked for an X-ray and some blood test?? Fingers crossed he look better and is moving...just gotta get him eating... Thank u for asking..
