I would go with native plants. What kind of tortoise do you have? If you have have Sonoran Desert Tortoise call the Desert Museum in Tucson, AZ. They can probably give you info on the proper plants to have. My mom has some and I had some when I lived in Tucson. The plants I see in your pictures do not look native, and they don't look like tortoise food to me. The second to last is star jasmine. Google info online too.
