Pink Underneath??

hello my tortoise is a year & a month old! I just flipped him over and noticed this?? It doesn’t ever usually look like this so it was pretty alarming to me. Can someone explain to me what this is? first time tortoise owner!!!

It's probably nothing to worry about - just tender, new growth.

I read something that stated it might be due to irritation from “carpet”, the lining of his terrarium is fabric type. Just want to see if there’s something I should change or do better?

A "carpet" type bottom like that is also a bacterial nightmare.
I realize that it looks nice and neat. And I've seen similar things used and for sale at pet shops.
Your little Sulcata needs a substrate that can provide humidity. (Baby Sulcata need high humidity.)
People associate Sulcata with dry conditions. Babies need humidity.
Use something like Coco coir or fine Orchid bark.

Would this be fine? Do I only use this or put something underneath it? Should I use the liner I already have as a base? How often do you change out the fine orchid bark?

Yeah. That looks like good stuff. Pure Orchid bark and not an Orchid bark mix.
Just get rid of the liner and use this. And pour a little water into the corners of the enclosure. Not much. It will give off humidity as it evaporates.
You can just spot replace it as necessary. Replacing all of it wont be needed very often.
