Perfect temps and humidity?

So what are the ideal temps and in particular humidity for a Russian??
I assume this has been asked before but nothing came up with the search bar so apologies if I'm repeating old posts.

My Russian Tortoise does well under the basking light at 90-95 degrees. The other side is basically my house's temperature. And I read online (it might not be accurate) that the humidity should be anywhere from 20-60. Mine is around 40. :D

Temperatures
Daytime ambient: 68*F - 86*F
Daytime hot spot: 95-100*F
Nighttime: Preferably in the 60s, but 70s are fine

Humidity
Ambient: 20-60%
Note: provide moist (but not damp) substrate like coco coir, cypress mulch, or pure soil. By burrowing, the tortoises experience a more humid microclimate (higher than ambient by some 20%)

Thanks :)

I'm just not sure what to do, my little Russian is under his CHE all the time, his sleeping spot is there also. He barely moves from it, it's normally at 31oC through the day and I thought maybe he wasn't warm enough because he stays there but when I crank it up to 35oC(max for the thermostat) he just burrows down like he is too hot?
