Outdoor heating?

If i had an outdoor enclosure would i need a heating lamp or uvb lamp if its cloudy? also what if it gets too cold at night? Sorry i don't know much about tortoises, by the way this is a russian tortoise.

You gonna have a little house where he can sleep in and stay warm? If so yea you can put a heat lamp in it but no need to put one outside

Depends upon where you live. In milder climates Russian tortoises do fine in a night shelter with no extra heat. I live in Clovis (Central California) and when my Russians are out for the spring, summer and fall they don't have any extra heating. They have a dog house to shelter in at night, but they seldom use it.

I have a dog house with a suspended heater. Sometimes they sleep there. Sometimes not.
